Hiraishin Level 1:
Teleporting to a stationary Kunai... Usually the ones he throws, or when he tags a person directly. However, while tobirama can ONLY teleport one thing away at a time and with direct contact. Minato can teleport an entire army of people at once and doe snot need direct contact. Just indirect as shown when he was able to teleport away the Kyuubi and his Bijuudama by touching gamabunta, who was touching the kyuubi, who was touching the Bijuudama...[IMG]
And was able to teleport the bijuudama to a different location then where he and the Kyuubi were. Meaning he has the ability to teleport two different things to two different locations at once, with indirect contact too...
Hriashin Level 2:
Teleporting to a MOVING Kunai... shown against MS Obito during their fight 17 years ago.
Hiraishin Level 3: Using the Kunai seal to create a time space barrier to draw things in just like Kakashi's Kamui. However, he can teleport whatever he draws into his time space barrier to ANY seal/tag. Thus, Minato can teleport things/people without even having to place a tag on them using level 3 time space barrier..
ANd best of all, Minato can use his t/s barrier to draw in attacks form the enemy or his own/summons/allies and then teleport them back onto the enemy instantly if they are already tagged or by using level 2 by throwing a kunai seal directly to them to teleport the attack onto the enemy.

It's common sense... Since when does it have to be mentioned in the manga when the time space hiraishin is a whole level above level 2, thus must be a level 3.
You should know that drawing a conclusion on the absence of a statement is an argument form silence fallacy and you do not want to go there do ya...
