Pretty much. Tobi/Obito is one inconsistent, flip flopping, no conviction ass bitch villain. The funny part is that Tobi used words and suggestion as a key element behind his successes over the years, so you'd think he'd know the ins and outs of Naruto's lovey-dovey stuff, but nope. In the end, Tobi falls prey to being gimped so that Naruto's mission statement stands true, no matter how improbable or unlikely it is for such a situation to occur. Kishi's justification lies in the fact that Tobi is actually Obito, which is irrational given the lengths this guy went to take to achieve dream akin to that of a fuckin' fruitcake's.
