Kabuto might have down playing his abilities some, but the effect would have remained the same, he did what he would have done even if he were being serious, he dodged not knowing what Dosu could do, and for that, he paid the price, as for Lee, it's true he didn't go all out, but that was because he never had a chance, he was down on the ground so fast he couldn't have used his speed or his primary lotus to his advantage, and by taking him down quikly he completely got rid of any chance that Lee could go all out.
