well it depends, if they fought a long battle, and kabuto manages to survive/dodge the sand jutsu's some way he would win eventually coz he'll think of a plan by then, Garaa would need to win this one fast since kabuto is not a physical guy but a slow and thinking type, best not go give him time or you would end up dead. Garaa too is a genius but kabuto is probably one of the smartest nins out there. I mean he even got oro to trust him somewhat.
