Sasukes not mocked because Uchihas are elite ninjas, plus they are feared.
Naruto on the other hand is no Uchiha, the adults all fear him because of the Kyuubi thats inside him but the kids are unaware he has it in him, they all mock him cuz he failed the academy a few times.
