The note reads,"Dear Tsuande, We the hidden village of the sand will send three jounins to help you in your project of training your chunins grow. The messenger will be from your village from a long time ago. He will stay at Konoha for a while so allow him to take on your missions too. P.S. This will cost you quite a lot of money."

(By the way i just wanted to say that my character has a hidden cloud headband and is a chunin without a chuninvest sry for not telling appearence so I am going to change it right now. He is a chunin from the hidden sand)
