Rock Lee open a gate or 2 and take off the weights. Neji might not see him with byakugan if lee attacks from behind. Lee could be so fast and out of know where do a upperkick to neji's jaw before neji does a rotation,

I chose Neji however I can picture Lee beating Neji. As the gates were something Lee never used on Neji. However these gates take time to open. Allowing Neji enough time to quickly close them before lee can start. Anyway just my opinion.
