I think the Mizukage was gone, or hidden even before the demise of the Hidden Mist Clan, or he wasn't spoken of much. Hell this Raikage just fell out of the sky!!! With all the BS from the Sand & Oro its weak that none of these Kages at this summit were even spoken about in past arcs. I believe after Madara lost to the 1st he 'reinvented himself' as the Mizukage and then showed up during the Uchiha Massacre and made the deal with Itachi. Remember, Itachi was an Uchiha, where'd he learn his water jutsu's anyway, I'm suspecting from Mr. Mizukage himself.

As the Mizukage of the darkest & deadliest village, I doubt even the Jounins of the village recognize their Mizukage...
Maybe all the Mizukage do is just sit back, watch the villager kill/rape each othe with champagne bottles all over the place... and worse, maybe the Mizukage's chosen by a fight between Mizukage and the best Jounin... If the jounin could kill the Mizukage, he'll become the next Mizukage...

Hidden Mist also known as Hidden Blood Mist before...They using a cruel method in Chuunin/Graduation Exam...I bet, Madara is the Mizukage at that time and later got dismissed by new generation/rioting people in Hidden Mist...
