Common sense would be a good place to start. As in, if people can't understand the type of intelligence required to make proper decisions, they shouldn't be allowed to vote.

Why would that be? There doesn't have to be any physical license or a fee, just some way to determine who is capable of voting and removing all names except theirs from the list of registered voters.
