Yeah, agreed. The system itself is the primary problem. If you set something up that allows people to take advantage of it, then that's exactly what they'll do.

And anyone else eligible to vote is equally to blame then.
Personally, I wouldn't blame voters. Again, I feel the system itself is flawed in that regard as well. Voting itself is a pretty stupid way to decide upon anything semi-important, after all. Unless all the voters are relatively knowledgeable. Which is rare, especially in regards to politics.
