Yeah, agreed. The system itself is the primary problem. If you set something up that allows people to take advantage of it, then that's exactly what they'll do.

Personally, I wouldn't blame voters. Again, I feel the system itself is flawed in that regard as well. Voting itself is a pretty stupid way to decide upon anything semi-important, after all. Unless all the voters are relatively knowledgeable. Which is rare, especially in regards to politics.

yes the system. In my country, every voters will be given a personal code number. And when you want to vote, they will ask for your id and they will write your code number to the voting papers. So the govt will know who vote for who. And if you're working for the govt and you didnt vote for the govt, you are in big deep shit.
