I think that by now in the manga, it would have been shown if the 2nd was his grandad. He does look like Minato a bit as well. Honestly I don't think he is the grandfather of either. He just has some resemblance is all.

HRL: Which proctor? Hayate, or the white haired guy with the toothpick?

possibly, but u cannot say if A was connected to B it would be shown already. Kishi does that on his own time. Some resemblance can mean nothing, or it can mean something. We are just taking the picture and relating those that resemble others we know. Nothing serious

I definitely think the ponytail guy is a Nara, and maybe the masked dude in the back a Hatake, and we already know the first's relations, but other than that, I can't find any others that are recognizable.
