Oro would have had to leave the village before Minato became Hokage, and he was Anko's teacher, so it is possible that the databook is more flawed than the picture?

Considering Orochimaru left the village 16~17 years ago, Anko is 24 and she was shown as a little girl at Orochimaru's side in Hiruzen's last memories, so it fits.
