This might happen while either completely ignoring, or just not being fully informed of the full scope of a representatives stance. This happens frequently because people aren't encouraged to fully inform themselves. This isn't always the case, but for one reason or another, while the ability to vote for another might be an option [that would properly represent them], they may not know that. Naw'meen? It might not be enough to have a massive seat [like 25%], but it's still enough.
That now is a matter of both the campaigns and the media. I don't know if this happens in the US, but here our public service channel is obliged to air all parties' campaign video, which in turn are obliged to show all their ideologies and propositions for government. That's like 1 hour on prime time every day of campaign time that is divided wisely between 20 parties so everyone has enough time to say their piece. Also, coverage of the campaigns themselves is done without bias in the public service channel, although private channels tend to only focus on the 5 main parties.

That's pretty much it, the parties have to make sure their point gets across with decent campaigns and that the media represents them fairly. Of course, considering Fox News exists, I know that's a very steep mountain to climb.

I am all for having a strong and well-equipped military as long as it is funded intelligently and efficiently. The fact that America spent more on air conditioning for troops in Afghanistan than they did on all of NASA the past few years is disgusting. As for education, I recently listened to an episode of NPR's Planet Money that summarized and explained two studies that found early childhood environment had a massive affect on everything from IQ to college graduation and teen pregnancy rates. It makes a convincing case for placing more emphasis on pre-school, which makes sense to me since more socially-adjusted kids make for more socially-adjusted teens and adults.

A PR system would ease the retarded "us vs them" battle that bipartisanship cultivates, and I think it would make for a smoother election process, especially if officials are presented for the party rather than elected. This would cut down on the fucking waste of money in campaigning. PACs, Super PACs, along with bundling, and soft money are easily some of the most corrupt things our election process has spawned.
My main concern with PACs and Super PACs is how easily they can be manipulated for extortion. "You know, this competitor of yours donated $5 million to help our candidate..."

Agreed on all parts. As I said, I'm for the military. I'm just against this idea that we have to keep a military presence in every fucking country we've ever "visited", or that we have to intervene in regime affairs that have little to do with us. The amount of money we throw at the military is astounding. The Department of Defense spent over 7 times the combined spending of the Department of Education, NASA, and Housing and Urban Development last year. It's ridiculous.

That's true, but at least hard money has a cap. You can only leech so much hard money out of a PAC via bundling. It's soft money that leads to a lot of corruption.

I let it fall, my heart,
And as it fell you rose to claim it
It was dark and I was over
Until you kissed my lips and you saved me
