No, its just they already know what's coming in Hashirama's case. Flee on notice in minato case is issued in the 3rd war when that pathetic country still probably have yet to gain a counter but that does not mean it should be treated as a permanent tag.

I agree that that tag ain't permanent and obviously no top tier kage level shinobi is going to flee on sight, second they see Minato. However you saying that 'pathetic country...' is wrong. Kumo is anything but pathetic and they had the same orders as the Rock village. To think that a teammate of Ay and Kb knowing full well he had the A and B combo next to him, STILL advised them to run, when he realised it was Minato.

I think that alone disproves your claim about the country being pathetic. Minato is obviously not a powerhouse but his speed alone renders almost all counters useless. I think that's why the order was given about him. Of course I can name a few shinobi's that would beat him but ALL of them will struggle to even catch him with their fastest attack.

No M_U, i was referring to the place where order came from. I think that hidden grass village or something can't really remembered exactly. But not the hidden cloud or stone village. Cause the old man tsuchikage and A didn't have that order if i am not wrong...

Edit: Correction its hidden rock/stone village. Yup not as pathetic as i thought it was hidden grass. But anyway that doesn't mean it should be treated as a universal order. And also higher ups doesn't follow that orders as it was passed down the chain of command to the lower tier.

really, then how do you suppose the Kunai's seal can "alert" minato without having his own chakra??? ANd this also includes minato's ability to be able to "sense" and know where any and all his seals are around the country and battle field... how else did you expect him to be able to sense each one to activate a reverse summoning....

Minato being able to sense his own chakra and seals along with ground sensing is more then enough to classify him as a sensor... Maybe not high level, but a sensor...

Minato programmed his seal especially to know when kakashi was in trouble... But, then how do you think he was able to get to kakashi... He had to know where the Kunai was to activate it to reverse summon himself to it...

He has to know where all his seals are through sensing to be able to reverse summon himself to them...

None of these have anything to do with sensory abilities...
1). Exploding tags are not activated long distance... and alter the user lol...
2). danzou's tongue seals keep's root form saying certain things, it is nothing special. Has nothing to do with danzou sensing when it is activated...
3). CHunnin exam scrolls are basic seals that have their proctor come out and genjutsu them... still havin gnothing to do with alerting anyone...

Seals are meant to activate... But, no others can alter the user when they have... Only ninato's... So how common is this again because I do not think you understand the seals you posted and how they work compared to minato's Kunai seal...

To say that Tobi was the one who attacked Konoha with the Kyuubi, not an accident as Sasuke still believe it is. That's pretty much the only thing Minato has to contribute to the plot, unless Kishi adds cheese by having a zombie father-son moment.

I said it doesn't necessarily have chakra. I never said it didn't. Read the entire post before you spout off. As for your actual question, it's simple to have the seal trigger some sort of mental alert to Minato. He's not focusing on the seal until it activates.

Each seal has it's own individual signiture? The country is easy, he memorized each location he placed a seal. The kunai might have their own "signal" for him to follow. Or it can be like A pointed out and there's a specific order to them. We don't know. You don't know, and you can't continue acting like you do know since Kishi hasn't fully explained Flying Thunder God other than "reverse summon user to the seal on the kunai".
