I do believe its the prequel to Tales of Phantasia.

it's the one where you need iron boots to enter because there's a wind storm comming out of the cave on the island. The iron boots are on ice ring isle and you need to go to Gale island and learn the wind gods aria then go to forest haven and travel with Makar (the little korok dude) back to gale island and open up the door with the wind gods aria and enter the wind temple..... wow that was confusing wasn't it :P

*oh and you need the fire/ice arrows from the queen fairy thing..
to go into ice ring isle
