i wrote the more tails a demon has the stronger the demon get. shakaku who has 1 tail is the weakest demon while kyuubi who has 9 tails is the strongest demon.
remember that gagaa used shakaku’s full strength and nothing happened to him, while naruto used only (44% of kyuubi's strength) 4 tails and he lost his conscious and was about to die.
