Well I have two answers..
Either they would extract all the bijuu's powers and create an enormous monster and feed it all the powers.
Or the demon would be the living form of the huge statue which extracted Garra's bijuu.

if you put combine them all into one, and use a person as a medium, theres a 50% chance that the demon will take over and/or start to influence him, well, i bet the demon would influence them no matter what, but the person, must be powerfull, and take control of the demon, instead of the other way around,

ohhh, but if they have full control, you might get what is most possibly the most threatening thing ever created, a demon, with a mind to make its awareness and intelligence higher is something that the naruto world probably never wants to see, even tho Naruto is just that, he's not enough to destroy the world istelf.

so, a combination of all the demons with a humain, is pretty much the most devious villain ever possible, and, well, my guess is that, without a human as a meduim, will make the most hellish mindless destructive creature known to ninja's everywhere

*drools*, and the fact that it has a pure instinct for death, pain and destruction, just makes it even more dangerous, since it cant think, it will simply destroy everything, for no aparrent reason ^^ fun stuff.

it's not their new plan, its been their plan for the start, i know it may not seem as glamorous as what we all thought it was, but its still the same in princaple, creating a world in chaos where only the strong survive, that will hppen if they succeed, but look at it this way, this shows that the akatsuki arent just bunch or battle horny idiots, they actauly know what their doing, and im impressed ^^
