It's true that Jiraiya is Yondaime's sensei, but that doesn't mean that he would know the jutsu as well. If you remember, Yondaime taught Jiraiya Rasengan. Jiraiya didn't teach Yondaime the move.
Which means that Yondaime couldn't just learned it from some scroll of something. But it does seem like Jiraiya knows an adequet amount of sealing jutsu. He was able to unseal the 5 element sealing jutsu placed by Orochimaru, and he was able to created a paper seal to stop Kyuubi's chakra flow when necessary.
I think that Jiraiya might not know that particular fuuinjutsu, but he knows alot of others.

so dou you think the 3rd teach the 4th the move or the other way round?

Neither.
Because the move that the third used was a different fuuinjutsu than what the fourth used.
The fourth used Shiki Fuujin, which translated into Corpse Spirit Sealing Method.
The third used Hakke no Fuuin Shiki, which translated into Eight Divination Signs Seal Style.
Two different jutsu, two different people.
