I would like to point out the fact that the mist is already referred to as the "bloody mist" which was taken up after yagura began making such harsh rules due to him being controlled... SO someone is already controlling him, but tobito could end up taking over for them... whoever is actually controlling yagura...

Just wanted to point this out...

Considering that the guy you want desperatly to be involved in this train wreck that is Tobi (even though his plot is beyond dead) is a 5 year-old brat by this point, Madara being involved is the most logical of answers.
