Hyuuga clan question

Okay, here is what I have a problem with.

Neji and Hinata's fathers were twins. FACT
Neji's father was the youngest and placed into the Branch House. FACT
Hinata has a younger Sister, Hinabi. FACT

The problem I have is that Hanabi is also in the Main House. Can someone please explain to me how that came about, considering through the past, shouldn't she have been placed in the branch house too?
