Well, WINmugen is the engine. As standard, it comes with one stage and one character. You can change the select screens, characters, whatever. You have to place the right files in the right folders, and change the select and system DEF files. There are plenty of tutorials on how to MUGEN.

Adding stages and chars is easy. There are tutorials on how to do it, I can't be bothered to explain. Might even be a YouTube video on it.

Dunno if the characters in it are from Double Dragon but the game is kewl newayz XD

I have Mugen, been playing it again just recently actually.
Mine has character from all my fav fighting games and animes. Ive got characters from Guilty Gear, Street Fighter, kof, Naruto, Bleach, Final Fantasy, Dragonball Z and on and on I've got like over 100 characters xD
If y'all want to start playing I'll post some good links on where to find characters, stages and screenpacks tomorrow when I get back from work.
