No, Sai's character development is not complete. He promised Naruto and Sakura that he would help them. He said that he wanted to do this because he wanted to understand why Naruto's bond with Sasuke was so important to Naruto. And that perhaps it would help him remember his own feelings. His character still has room to develop. And there is still the Danzou sub-plot, which could resurface.

I thought the development was a bit rushed, but since I enjoy Sai's character it's not that big of a deal. A lot was going on during that time and Kishimoto fumbled, but Sai was at least established and given motivation.

I dunno if Kishimoto intends to drop the rookies, considering they are all very popular characters and I see no reason for him not to bring them back in the story, at the very least with an intent to milk them for all they are worth. If he doesn't, that would be a bad move on his part... economically speaking. XP And it would severely disappoint his fan base. I think he's saving them for later, and it is then that we'll see their newest techniques and growth.

no i agree the akatsuki needs to kill someone it would be interesting would they would kill u know like wen hidan killed asuma that was wow i can't wait for the next chapt. if any wasn't like wow they say it

Well, I never said that I didn't agree with Akatsuki taking out more characters. It's just that Sai's character, from what I can tell, was created with an intention. He relates to the bond that's the strongest and focus of the series. Would Kishimoto honestly do that for no reason? o.O

Imo, in order for Akatsuki to gain back it's level of intimidation is if Pein or another AM put more Konoha shinobis on their death bed. You know it's wack when Shikamaru starts killing people...

I agree. They really don't seem like much now, anymore. =\ Though, I disagree about the Shikamaru part. Anyone capable of blowing someone up and burying them should've been able to defeat Hidan. Anyone with a brain also.

It was, but I never imagined that Hidan will have no other abilities. I was waiting and waiting for him to pull something like his trump card, use basic jutsus...nothing. He had only one ability which isn't worth much if you have seen it already.

The only reason why I stated what I stated about Shikamaru is because his chakra capacity is worst then Kakashi's, and yet, he defeats an immortal. Don't you think that's a little wack... him...

That's true.
I just consider Hidan a simpleton. Who was arrogant and foolish, and placed his whole lot on one technique. 8D
I would have liked a back-story for him and Kakuzu more than anything. >.<

I do agree that his chakra capacity seemed larger than what I would have expected. But that's my impression from reading the arc each week and not in one-sitting, and I have to admit I didn't enjoy that arc that much so the details are a bit fuzzy.

However, Shikamaru is a genius and he had witnessed Hidan's one technique beforehand; at the price of Asuma no less. So his motivation is stronger than ever before and he had time to plan a strategy. And will of fire is practically a chakra boost in this series, so when I think of it like that it all works out in my mind. xD

But I can understand the dissatisfaction.

Hidan was very cool, but not only did he not have background, he also had only one ability. That is all. He is an empty character beside his comedic behavior. I consider this Kishimoto's lack of inspiration.

Kakuzu was such a complete character, but his death left a hollow is us Akatsuki fans (I am a hardcore one). He became stupid at the time Naruto came to save Kakashi, Ino and Chouji. I mean, he should be genius ninja who has five times more experience than an average ninja does, and in the world such as that, experience should be everything, on the contrary to Kishi's look on that chapter.
I mean, Kakuzu was a genius because he figured out how to give himself a few more lives. He also combined his hearts perfectly, not only expanding his life span, but giving him the ability to manipulate chakra like his victim could. That is why he had all those elements.
The only reason he was not complete as Sasori was is because he had no backstory nor did his death leave impression. His death was a failure of Kishimoto's writing skills to me.
Meh.

Will of Fire is not only chakra boost, it is one of the symbols of this manga. Sandaime was an awesome teacher. He gave us all the reason to see why is shinobi the strongest when he has something to protect. That is one of the morals and themes of this series.

I lack attachment to Kakuzu, but I understand where your coming from.

But yeah, I agree. Hidan's death was easier to take in than Kakuzu's.

You know, in a sense Kakuzu and Hidan mirror each other. Both vicious and arrogant... and both fell because of their arrogance. Only one was far more intelligent (why wasn't Kakuzu ever mentioned for our list? I completely overlooked his ability but after reading your explanation on it - it strikes me.) Wasn't it said that he crossed paths with Shodaime? I can't remember the details, fu fu fu. xD

Speaking of characters mirroring each other, it was probably done on intention that Naruto fought Gaara while Sandaime fought Orochimaru. Both fought in order to protect and were able to avert a total crisis.
Not to mention I adore that arc because of all the Team 07 luff. <3
I'm feeling like watching some of Part I. I miss it. T.T
