We did not see because he is dead, but he has more than enough information to back him up as the strongest Kage to date.

And we saw him taking on an army in Kakashi Gaiden.

He's right. We really haven't seem much of Yondaime to say he was stronger than Sandaime. Maybe that's what we've been told, but there is no literal proof.
