The first four Hokages all had something that made them special in combat. Shodime was a master of the Mukoton abilities along with being able to supress Biiju. Nidaime was an expert in Water jutsus and could use them without water around. Sandime was the Professor who knew just about every jutsu in Konoha. Yondime was a genius for his Thunder God and Rasengan.
Overall i think Sandime was the strongest. From what i have seen, if he was in his prime, he could beat anybody.

Haku moved @ the "speed of light" but he needed a course and he wasn't inviincible. Yondaime can only move at high speeds to specific locations which are marked via kunais. Thats the secret to the teqnique otherwise he'd move past any target to quickly.

This jutsu was created by Minato Namikaze, the Fourth Hokage and the reason behind his nickname, "The Yellow Flash of Konoha" (木ノ葉の黄色い閃光, Konoha no Kīroi Senkō?).
