I agree sorta. I would say Jiraiya is the best (Good ninja)

The best bad guy ninja is pain. But I think Sasuke is pretty strong bad guy as well, if you consider him to be evil.

I was just accounting off the people that are alive. Yondaime would be the best but hes dead so theres no getting around that. Unless you use the Impure World resurection jutsu.

It's two entirely different things. I think the strongest would probably be Jiraiya, at the moment, or Pein.
The best... In my opinion, probably Itachi. =/ His mysterious self makes him seem cooler than anyone else. lol

Yondaime would be the best but hes dead so theres no getting around that. Unless you use the Impure World resurection jutsu.
