Madara's clan eventually banded together with that of the future First Hokage to create Konoha. Madara and the First disagreed on how to run the village, culminating in their battle at the Valley of the End. Madara lost, and was banished from Konoha. After his defeat, Madara created Akatsuki so that he could operate in the shadows, assuming the alias of Tobi. He later used his Mangekyo Sharingan to have the Nine-Tailed Demon Fox attack Konoha, though the fox was defeated by the Fourth Hokage, Minato Namikaze. His plans foiled once again, he returned to Konoha, trained Itachi Uchiha, and assisted him in slaughtering all of the remaining Uchiha.

It wouldnt be much if a shock if he somehow was. I mean.... He'd be a fucking pirate but oh well. We don't really know. If he were, that could lead to future problems and would impact apon the main story line. It would only make more twists and turns. So it wouldn't surprise me if kishi made him alive somehow. Been then on the other side, why would he be alive... He's got no eyes and thus you'd think he'd be a pretty week character because of it. lol... We haven't even seen madara "in person" yet. So if madara's brother IS going to be a future character appearance.... Then I could say it won't be for a while. =\
