I didn't go through every person's posts..but like..the first 7-8 are retarded. The ANBU is like the secret service..in a matter of speaking. They are controlled by the Hokage. But there is a leader of the ANBU, in which Itachi was not. They are split up into maybe a dozen squads..and Itachi just so happened to be a captain of one of the squads. He wasn't the leader.
