My thoughts tend to lead me to believe the code is going to be a message not about Pein but about Mandara. I think that is what Jiraya figured out before he died was that Mandara was running everything. Even controlling Pein. It will also have something to do with Naruto and the Toad scroll.

1-tsunade-easy to beat. just dodge one of her punches and stab her in the heart or head or something. has only taijutsu and even gai could beat her in that

2-sasuke-has too much plot protection. the only reason he survived everything is because kishi wants him to survive everything not because hes that strong

Which only leads me to believe that my theory that Naruto will eventually be able to use the Fox as a summoning technique true. I could be crazy but I think that is why he was sealed with the Fox. Naruto will not only be able to be a frog sage but he'll be partnered with the Fox.
