I doubt it since Sarutobi himself doesnt have any Toad Jutsu...

Maybe he was chosen because he was to be the chosen child's teacher. The toads do have prophesies. They probably appeared to him on their own and gave him an offer that he couldn't refuse.

none of jiraiya's student have surpassed him....the only one how may be able to is naruto.

I dont know. But in one manga chapter it showed the toad contract, but i dont think sarutobi was on the contract
