Common sense would be a good place to start. As in, if people can't understand the type of intelligence required to make proper decisions, they shouldn't be allowed to vote.

Why would that be? There doesn't have to be any physical license or a fee, just some way to determine who is capable of voting and removing all names except theirs from the list of registered voters.

Before you start screening the voters more thoroughly, I think screening the candidates instead would be a better idea. The voters don't make stupid decisions, statements, and laws, the representatives do.

Going to the extent of screening the candidates then the voters would be destroying the idea of democracy even more. I think either one would work, but both would be overkill.

Intelligent voters would be less likely to vote for poor leaders, and all leaders being properly qualified would make screening the voters a non-issue.

Besides that, who would do the screening of the candidates? If someone is going to choose only the best candidates, then why should they not just choose the best leader?

At the end of the day, stupid people should be allowed to vote for stupid people. Who are we to decide who is and isn't worthy of leadership? That's the point, we're as equal as everyone else. Whether the idea of your own self-worth is warranted or not. You shouldn't skew the system, you should just educate people. Then you skew the population. That's much more powerful.

Having an educated population would be the optimal solution in a democracy, but any "smart" leader doesn't want an intelligent population capable of asking critical questions about their administration. So essentially, privatization of education is the way to go in theory, but many people could not afford proper private education, which would just make matters worse all over again.
