I realize this conversation died a while ago, but I still feel it necessary to clarify the reasoning:

They're dirty.

Seriously. On reserves specifically, they pop out so many kids and live in such disgusting conditions that the virus spreads almost instantly. Even off reserves there is a very small minority of natives who live in descent conditions.
