what's black beard's purpose in the prison? team-up w/ crocodile?

maybe to recruite all the prisoners and form the largest group of pirates known to sea?
he does seem like the "man who wants to become king" type doesnt he? but the problem is that he also looks like the type who just wants an excuse to go wild and reck shit up, so his objectives are always hard to tell, I mean, even white beard couldnt tell what his real reasons where for joining his crew until it was far too late.
