No it's not. Iraq is currently in a restrained civil war and prior to that was controlled by the Baathist dictator Hussein. While that doesn't mean Iraq doesn't have modern technology and luxuries, it does mean that their culture and political traditions are far more restrictive and access to said luxuries are far more sporadic....

He's not insulting the Iraqi people, he's surprised based on the realities on the ground there. There are entire Liberal, Socialist, Communist and minority movements in Iraq trying to take power from the fundamentalists... having said that, the place is still a war zone.
