Think about it. The guy conducted so many experiments by replicating genes of powerful shinobi into others. Creating larger chakra pools and shit. Yeah. This guy was a god to Danzou since he gave Danzou the "power" and magic. I'm telling you the reason why he lost to Itachi was because of Plot.

Or, the dumbass waited for too long inside his crappy body, trying to get Sasuke as strong as possible, getting killed at his weakest hour without even thinking about taking over Sasuke a few months earlier, and then train with the new body. It was Oro's "calculation error". Underestimated Sasuke's raeg for bro ambition crap.
