Who is this character and where is she from?

Well, I was browsin' around some other forums, and came upon this girl. Well, this girl's stalker to be precise, but that's beside the point. I think about it, and I've seen her around alot, though I think her name is Tamaki. Any help is appreciated, and there are a few pics here and there and here again and finally there again. A few pics are a bit pg-13, but I need help, and none of it is hentai or nudity, so please try to help me out.

ummm at first I was thinking it was Mammimi-chan from Furi Kuri.
But then I saw the second.
I would also like to know who the hell that is.

I think she's from "Vision of Water", im not too sure, but it is a new series that has come out on Tokyo T.V, I watched it and it was really good, but a little graphic. But it was ok, I also looked on Google to be sure and I saw her there, I just typed in Tamaki, and on images it was her, so hope im right on this!!!!
