shino could fight in a distance while neji is good in close combats so, i think shino has the upper hand here..

Neji would win.If Shino caught Neji in a situation such as what he did with Zaku Neji would be smart enough to create a way out.

i would definetly go with shino because the byagugan stop all chakra flows in the body so shinos bugs would have to go to the nearest chakra spot which would in this case be neji
