i should'ev explained it better,
but they way i refered it without explaining it is like this, sasuke just made it rain out of his ass.
getting a jutsu out of nowhere.
while i was focusing on tobi that he thought he was sweating but it was the rain. i was looking at the timing of that happening.
but ofc kishi knows any better so i'll leave it at that.
